Arrest – Warrant arrest following traffic stop

The Village of Waterloo Police Department reports, on March 18th, 2021 at about 10:00pm officers arrested Damon D. Steele, age 23, of Geneva, NY. Steele was taken into custody on an arrested out of the Town of Seneca Falls following a traffic stop for passing a red light, and Steele was identified as the driver. Steele was issued UTTs for passing a red light and unlicensed operator then transferred into the custody of the Seneca Falls Police Department. 

Arrest – UPM 2nd

The Waterloo Police Department reports, on March 18th, 2021 at about 12:20am officers arrested Julian L. Winfield, age 18, of Seneca Falls, NY. Winfield was charged with Unlawful Possession of Marijuana 2nd and speeding. The charges stem from a traffic stop where it is alleged that Winfield was speeding on East River Street in the Village of Waterloo and found to be in possession of a quantity of marijuana. Winfield was released on an appearance ticket and is to appear in the Village of Waterloo Court on April 21st, 2021 at 5:00pm.

Arrest – Bench Warrant

The Waterloo Police Department reports, on March 13th, 2021 at about 12:50pm, officers arrested Nicholas M. Fish, age 32, of Seneca Falls, NY. Fish had an active Bench Warrant issued out of the Village of Waterloo Court for failure to appear, and was taken into custody in the  by the Seneca Falls Police Department, who transferred custody to the Waterloo Police Department. Fish was secured in the Seneca County Correctional Facility to await central arraignment.

Bench Warrant Arrest

The Waterloo Police Department reports, on March 13th, 2021 at about 4:05pm officers arrested Michael J. Tobin Jr., age 29, of Waterloo NY. Tobin was arrested on a Bench Warrant issued out of the Village of Waterloo Court for failure to appear. Tobin was secured to the Seneca County Correctional Facility to await central arraignment. 

Arrest – Burglary 3rd

Following a joint investigation between the Seneca Falls, Waterloo and Syracuse Police Departments a Seneca Falls man was arrested on Thursday March 11th, 2021 at about 2pm.  

John J. Bulawa, age 32, of 18 Anthony Dr., Seneca Falls, NY  was charged by the Seneca Falls Police Department with 1 count of Criminal Possession of Stolen Property in the 3rd Degree and by the Waterloo Police Department with 1 count each of Burglary in the 3rd Degree and Grand Larceny in the 3rd Degree (all felonies).  

The Seneca Falls and Waterloo Police Departments conducted a search warrant on March 10th, 2021 at the Rebound Physical Therapy Clinic on W. Bayard St in Seneca Falls and recovered nearly $20,000 worth of stolen medical equipment.  The equipment was reported stolen from rehabilitation centers in the City of Syracuse and the Village of Waterloo from September to December 2020.

Bulawa was transported to to the Seneca County Correctional Facility to await arraignment at the Seneca County Centralized Arraignment Part Court.

Arrest – Aggravated Harassment 2nd

The Waterloo Police Department reports, on March 12th, 2021 officers arrested Christian M. Downey, age 21, of Newark, NY. Downey was arrested on an arrest warrant and charged with Aggravated Harassment in the second degree. The charges stem from a complaint where it is alleged that Downey sent threatening messages to a Village of Waterloo resident. Downey was secured in the Seneca County Correctional Facility to await central arraignment.

Arrest – Criminal Possession of a Controlled Substance 7th

The Waterloo Police Reports, on March 10, 2021, Rosemary J. Rice, 34, of Lyons, NY was arrested for Criminal Possession of a Controlled Substance in the Seventh Degree. Charges stem from an interaction with NYS Parole Officers where she was found to be in possession of a quantity of crack cocaine. Rice was released on a Uniform Appearance Ticket returnable to the Village of Waterloo Court on April 7th, 2021 at 5:00pm.

Arrest – Aggravated DWI

The Waterloo Police Department reports, on March 7th, 2021 at 5:23pm officers arrested Milton Green, age 68, of Waterloo NY. Green was charged with Driving While Intoxicated, and Aggravated driving while intoxicated (.18BAC or higher). The arrest stems from a Dispute that occurred in the Village of Waterloo where it is alleged that Green left the area operating a motor vehicle while under the influence of alcohol. Green was issued an appearance ticket and is scheduled to appear in the Village of Waterloo Court on April 7th, 2021 at 5:00pm.

Arrest – Aggravated DWI

The Waterloo Police Department reports, on March 6th, 2021 at 6:27pm officers arrested Daniel M. Dixon, age 48, of Waterloo NY. Dixon was arrested for Driving While Intoxicated, Aggravated driving while intoxicated (.18 BAC or higher), unlicensed operator, and consumption of alcohol in a motor vehicle. The arrest stems from an incident occurring at a Village of Waterloo business where it is alleged Dixon was operating a motor vehicle while under the influence. Dixon was issued an appearance ticket and is scheduled to appear in the Village Of Waterloo Court on April 7th, 2021 at 5:00pm. 

Arrest – Disorderly Conduct and Harassment 2nd

The Waterloo Police Department reports, on March 6th, 2021 at about 11:37pm officers arrested Jacob M. Dixon, age 29, of Auburn, NY. Dixon was charged with Disorderly Conduct and Harassment 2nd after being involved in a physical altercation where it is alleged she struck another individual, while in the parking lot of a business on East Main Street in the Village of Waterloo. Dixon was issued an appearance ticket and is to appear in the Village of Waterloo Court on March 17th, 2021 at 5:00pm.
