On November 1st, 2019 the Waterloo Police Department arrested James R. Duffy Jr, age 33, of Waterloo, NY. Duffy was charged with two counts of Failure to provide proper sustenance to an animal and permitting a dog to be a nuisance. The charges stem from a complaint of a dog habitually barking inside of a residence. Upon investigation, it was found that there were two malnourished dogs that had no access to food or water inside of the residence. Officers were assisted at the scene by the Dog Control Officer, and the dogs were surrendered to Beverly’s Animal Shelter. Duffy was issued appearance tickets and is to appear in the Village of Waterloo Court on November 20th, 2019 at 5:00pm.
