Arrest – Mencaing 2nd, Reckless Endangerment, Criminal Possession of a Controlled Substance

The Waterloo Police Department reports, on April 27th, 2023 at about officers responded to 41 Church Street for a report of shots fired at that location and a subject that was barricaded inside the residence with a firearm. Waterloo Police Officers arrived within one minute of the dispatch and requested assistance at the scene from area law enforcement agencies. A shelter in place was dispersed by the Seneca County 911 Center via the hyper reach system. The situation was quickly brought to a peaceful resolution. After completing a thorough investigation officers determined that a pellet gun was used to fire a projectile in the residence and no one was injured. The Waterloo Police Department arrested Allisha Higbee, age 30, of Waterloo for Menacing 2nd degree, Reckless Endangerment, and Criminal Possession of a Controlled Substance 7th Degree. Higbee was transported to the Seneca County Correctional Facility to await the Centralized Arraignment Process, an order or protection was requested for the victim. The Waterloo Police Department was assisted at the scene by the Seneca County Sheriff’s Office, New York State Police, and the Seneca Falls Police Department.
