The arrest stems from an incident where it is alleged Elliot used the debit card information of another individual without permission to purchase food from a Waterloo business espanolcial.com.
Elliot was issued an appearance ticket and is scheduled to appear in the Village of Waterloo Court on 3/21/18 at 5:00 PM.
